Anybody know, offhand, what's the best way to refurbish a laptop battery? Mine's gone from two and a half hours of charge time to half an hour, and I can't really afford a new one at the moment ('cause batteries for my laptop run about $200 or so, and I just don't have that kind of money.)

It's hard to roam around and have to be alert to where there's power plugs.

Anyway, if anybody could help me out, I'd appreciate it.

Depends on what sort of battery.
Most if you discharge them completely, let them sit overnight, and then recharge fully and *hold* it there for as long as you can, usually corrects the problem of charge memory.

OTOH it's possible you've got an internal short due to a crack in the cell's plates. In which case there's nowt to be done for it ! It's dead.

Check your local computer places, you might be able to get a refurbished one for lot less. It wouldn't be as good, but it'd hold you for awhile.
