I'm after a PS2, since I still can't quite afford a new one. And I keep coming across auctions that look like this one.

I'm pretty sure it's a scam, but I'm still trying to figure out how it works.

Simple: they're volunteering to send you a booklet with instructions in it on how to get a free PS2. They're not actually selling the PS2 console itself.

Who knows what's in the booklet? It's probably a pyramid scheme.

Try local computer gaming shops that have trade-in programs where you sell your old consoles for a credit toward new, or for cash. You can get a used one that way. And it's a lot more reliable than some auction on an item like this that is commonly used for scams.
